Senate Introduces License Tax For Road Construction

The Senate introduced Senate Bill 1016, which would create a license tax on successful bidders for road construction contracts, during a very brief morning floor session.

The Senate is in recess until 5:30 p.m.

UPDATE:

The Senate convened briefly this evening as the body continues to review the House version of the Budget Bill.

The Senate has adjourned until Noon tomorrow.

Senate Passes Budget Bill

The Senate passed its version of the Budget Bill during a Tuesday evening floor session.

After receiving an updated revenue estimate from the Governor, the Senate passed a budget that spends the $4.225 billion the state is projected to take in and does not increase taxes.

The bill includes a $34.1 million cut to Medicaid, which equates to a $136 million cut in terms of federal matching dollars lost. The budget measure also cuts higher education by $33 million, an amount that is spread across most of the state’s public colleges and universities.

The legislation does not include a teacher pay raise and provides no money for the Governor’s SOS fund.

The bill now heads to the House of Delegates for consideration.

Also, on Tuesday, the Senate assigned conferees to work out the differences in the public employee furlough bill (HB106). The House version provides for back pay when the furloughed employees return, while the Senate version does not.

The Senate has adjourned until tomorrow at 11 a.m.

House Reads Budget Bill a First Time

The House of Delegates gaveled in session to explain budget negotiations.

The Conference Committee on House Bill 107 will meet at 1 p.m. in 451M.

House Finance will meet at 2 p.m. in 460M.

UPDATE:

The House read House Bill 115 – the budget bill – a first time in a session that convened around 5:30 p.m.

The House also read Senate Bill 1006 – Increasing funding for State Road Fund – a first time.

The House also refused to concur in the Senate amendments to House Bill 106 – Relating generally to the furlough of public employees during declared fiscal emergency.

The House is in recess until 8:30 p.m.

The House reconvened to assign a conference committee for House Bill 106 – the furlough of public employees. The House also read Senate Bill 1013 a first time.

The House is adjourned until 11 a.m. tomorrow.

 

Senate Passes Furlough and Health Care Authority Bills

The Senate passed a bill that lays out the provisions for furloughing publlic employyees in the event of a fiscal emergency (HB106), as well as a bill relating to the West Virginia Healthcare Authority (HB117), during a morning floor session on Tuesday.

The Senate plans to use this afternoon to work with the Governor’s office on a budget plan that could be voted on as soon as this evening.

The Senate is in recess until this evening at 5 p.m.

 

Senate Advances Three Bills During Afternoon Session

The Senate advanced three bills during a brief floor session Monday afternoon. 

House Bill 106 , legislation to furlough the state’s public employees, advanced to second reading along with House Bill 117, which relates to the West Virginia Health Care Authority. The Budget Bill was advanced to third reading with the right to amend.

The Senate is adjourned until tomorrow at 11 a.m.

The conference committee for House Bill 107 will meet at 3:30 p.m. in room 460M.

House Announces Meetings

The House of Delegates convened briefly on Monday, June 12, to announce plans moving forward with the budget.

Delegate Eric Nelson, R-Kanawha, said negotiations have been ongoing throughout the weekend and the conference committee on the tax bill (House Bill 107) will meet at 3:30 p.m. in the House Finance committee room (406M).

The House Finance committee will meet at 4 p.m. in 460M.

The House is in recess until 5 p.m. today.

The House met briefly around 6 p.m.

A conference committee meeting on HB107 was announced for 9 a.m. tomorrow in 451M.

House Finance will meet tentativley at 10 a.m. in 460M.

Senate Completes Two Bills, Adopts Resolution to Extend Conference Committee

The Senate completed action on two bills and adopted a resolution to extend the time the conference committee can evaluate House Bill 107 during a pair of floor sessions on Friday.

The Senate suspended the constitutional rules requiring a bill to be read on three seperate days to complete action on House Bill 111, which relates generally to tax procedures and administration. The body also completed Senate Bill 1014, which modifies laws relating to physicians’ assistants. 

With the adoption of SCR103 the conference committee can now evaluate House Bill 107 , relating generally to the Tax Reform Act of 2017, until June 13.

The Senate is adjourned until Monday, June 12 at 1 p.m.

The conference committee on House Bill 107 will meet at 9 a.m. on Monday in 460M.

 

 

House Passes Health Care Authority Bill

House members met on Friday, June 9, to adopt a resolution and pass one bill.

Lawmakers adopted Senate Concurrent Resoltuion 103 extending discussions on House Bill 107 to Tuesday, June 13. The House also passed House Bill 117 – Relating to West Virginia Health Care Authority. The bill moves on to the Senate for furhter consideration.

The House reconvenes on Monday, June 12.

The conference committee on HB 107 will meet at 9 a.m. on Monday in House Finance (460M).

House Passes Physicians Assistant Bill

The House of Delegates met briefly on Thursday.

Lawmakers passed Senate Bill 1014 – Relating generally to physician assistant. The bill would modify laws relating to physician assistants, and will now go to the Senate.

The House also read House Bill 117 – Relating to West Virginia Health Care Authority – a first time.

The House is adjourned until 1 p.m. Friday, June 9.

The Conference Committee on House Bill 107 will meet at 4:30 p.m. in 451M and again tomorrow at 9 a.m. in 460M.

Senate Lays Over Three Bills, Schedules Conference Committee Meeting

The Senate laid over three bills during a brief floor session Thursday morning.

Senate Bill 1009, relating generally to tax procedures and administration, and the Budget Bill were again laid over on second reading today. House Bill 111, the companion bill for Senate Bill 1009, was laid over on first reading.

The Conference Committee for House Bill 107 will meet today at 3:30 p.m. and tomorrow at 9 a.m. in 451M
