With limited members in attendance, the Senate convened briefly Monday morning before adjourning until Tuesday, as the body awaits action from the House of Delegates.

The Senate returned after a recess to receive committee reports and pass HB 107, relating generally to the Tax Reform Act of 2017. The bill was amended by the Senate Finance Committee and debated heavily prior to passage. It now heads to the House of Delegates for their consideration.
The Senate also passed SB 1006, which would increase funding for the State Road Fund.
Other bills passed included: SB 1003, relating generally to WV Parkways Authority; SB 1010, relating to Volunteer Fire Department Workers’ Compensation Premium Subsidy Fund; SB 1011, selling Hopemont Hospital; and, SB 1014, relating generally to physician assistants. These bills now await introduction in the House of Delegates.

Following the recess, the Senate introduced and adopted SCR 102, providing for the adjournement of the Legislature until June 5th, 2017.

The House met Wednesday evening to complete legislation on one bill and pass another.
Senate Bill 1010 – Relating to Volunteer Fire Department Workers’ Compensation Premium Subsidy Fund completed legislation. House Bill 111 – Relating generally to tax procedures and administration passed the House and goes onto the Senate.
The House refused to concur with the Senate version of House Bill 107 – Relating generally to the Tax Reform Act of 2017.
The House passed Senate Concurrent Resolution 102 to adjourn until June 5.
The House is adjourned until 11 a.m. on June 5.

The House of Delegates convened briefly on Wednesday.
House Bill 117 – Relating to the WV Healthcare Authority – and House Bill 118 – Making appropriations of public money out of the Treasury in accordance with section fifty-one, article VI of the Constitution – were introduced.

The House received the Governor’s amended proclamation, introduced revenue bills and the budget.
Among bills introduced were House Bills 111, 112, 113, 114, 115 (the budget bill) and 116.

Senators met today to report HB 107, relating generally to the Tax Reform Act of 2017, from the Select Committee on Tax Reform. The bill was referred to the Senate Finance Committee which will be meeting at 12 p.m. in room 451M today. The Senate also announced the Senate Judiciary Committee will be meeting at 12 p.m. in room 208W.
The following changes were announced by the Chair to Standing Committees; Senator Maynard and Senator Swope from Judiciary to Finance; and, Senator Maroney and Senator Sypolt from Finance to Judiciary.

Following the recess, the Senate met and HB 107, relating generally to the Tax Reform Act of 2017, was reported to the floor from the Senate Finance Committee.
Additionally, two bills, SB 1003, relating generally to WV Parkways Authority, and, SB 1006, increasing funding for State Road Fund, were laid over on third reading on the Senate Calendar.
The Chair also announced Senator Swope was moved back to the Judiciary Committee from the Finance Committee and Senator Sypolt was moved back to the Finance Committee from the Judiciary Committee.

The Senate sent House Bill 106, the furlough bill, and House Bill 107, the Tax Reform Act of 2017, to committee for further consideration during a brief Monday morning floor session.
The furlough bill heads to the Judiciary Committee, while the Tax Reform Act of 2017 is double refrenced, first to the Select Committee on Tax Reform, then to Finance.
The purpose of the furlough legislation is to protect state employee benefits such as vacation, healthcare and retirement in the event of a state government shutdown. In its current form, the bill would give backpay to employees upon their return from furlough.
The House version of the Tax Reform Act broadens the base of those who pay the sales tax, lifting the exemptions on a number of services, most notably a telecommunications tax. The bill also eliminates the tax on Social Security benefits for those making less than $100,000 over a three-year period. The legislation includes the elimination of taxes on veterans’ pensions. The bill also increases the personal income tax exemption from the current $2,000 to $2,500 per person for those making under $100,000 a year.
The House bill does not increase the sales tax. It also does not decrease the personal income tax, both of which are key components of the Senate bill, which passed last week.

The House passed HB 107 Relating generally to the Tax Reform Act of 2017- by a vote of 74-17. The bill now goes to the Senate for consideration. Two of the 12 amendments offered were adopted.

With Senator Ed Gaunch presiding and Senator Glenn Jeffries as the only other member in attendance, the Senate convened briefly this morning before adjourning until Monday morning.
The Senate was wating for the House of Delegates to pass its version of the Tax Reform Act of 2017, a bill that passed the House this afternoon. The tenative plan is for the Senate to amend its version into the House bill on Monday and then work out the diffferences in conference committee.
