The House of Delegates met today at 11 a.m.

The floor session began with multiple citations. One citation honored colleges and universities around the state for Higher Education Day. The other honored the Ripley High School Archery Team for their achievements. 

House Bill 4144 through House Bill 4162 were introduced.

House Bill 4031, House Bill 4002 and House Bill 4007 were sent to first reading. 

House Bill 2101, which eliminates obsolete government entities was sent to second reading. 

House Bill 4033, which adds criminal penalties for unauthorized practice of pharmacist care was sent to third reading.

The following committees will meet today:

Health and Human Resources: 2:30 p.m. in Room 215E

Prevention and Treatment of Substance Abuse: 2 p.m. in 215E

Political Subdivisions: 1 p.m. 

The following committees will meet tomorrow prior to session:

The House of Delegates met today at 11 a.m. 

Morgantown attorney William “Bill” Flanigan was sworn in prior to the meeting and appointed to represent the 51st District in place of the honorable Amanda Pasdon.

Several citations were given honoring West Virginians across the state.

The Jefferson County High School baseball team was honored for being State Triple A Champions for the 11th time.

Gage Cobb and Ashlyn Donohew, students at Ripley Middle School, were honored for their charitable efforts in creating the “Soles for Souls” campaign. The campaign provides shoes for children that have none in the United States and abroad.

The Mountaineer Area Robotics (MARS) program was honored for its Regional and Worldwide awards. There are now over 100 middle school robotics teams throughout the state. Over 90 percent of students involved in the program go on to college and over 80% of those students go on to major in some form of STEM.

Jennifer Swift and Twila Smith, both social studies teachers, were honored for their bravery in the face of danger. In August of 2015, Twila was threatened by an armed student and was able to warn Jennifer, who alerted police of the situation. The two were able to evaluate the situation and saved the lives of at least 29 students that day.

A House Resolution was adopted to memorialize the life of the Honorable Arnold W. Ryan, a former member of the House of Delegates. He was honored as a former delegate, fire chief, EMT and public servant.

House Bill 4034 and House Bill 4046 were introduced this morning. House Bill 4036 and House Bill 4039 were sent to the House Education Committee. House Bill 2121 was sent to the House Judiciary Committee. House Bill 2101 was sent to first reading.

House Bill 4033 was sent to second reading.

The House met for a brief session at 11 a.m. on Friday.

House Bill 2026 and House Bill 2511 were referred to Judiciary. House Bill 4033 was referred to first reading on Monday. House Bill 4010 was referred to Health and Human Resources.

There will be a public hearing in the House chamber at 8:30 a.m. on Friday to discuss House Bill 4002 — Relating to rule making under the state Administrative Procedures Act.

The House met today at 11 a.m. for a brief floor session.

Before breaking for more committee meetings, the House of Delegates introduced six bills.

A new committee was also discussed, the Select Committee on Prevention and Treatment of Substance Abuse.

Delegate Joe Ellington, R-Mercer, is the chair of the newly formed committee. Delegate Chris Stansbury, R-Kanawha, is the vice chair. The first meeting will be next Tuesday.

The House and Senate reconvened at 7:00 P.M. today in the House Chamber for the Governor’s State of the State Address.

The Senate and the House met following the address to introduce the proposed Budget Bill.
