House Meets on Day Two, Introduces 25 Bills

The House of Delegates briefly met today to introduce 25 bills and announce committee meetings.  One introduced bill, House Bill 2080, would reallocate and dedicate up to $30 million to the natural gas and oil severance tax revenues annually to the natural gas and oil-producing counties of origin. 

The House also adopted SCR 1, which authorizes the payment of supplies, services, printing and other expenses.

The House is adjourned until 10:00 a.m. tomorrow

Pensions and Retirement at 1:30 p.m. in Room 215E.

Energy at 2:15 in Room 410M.

Legislature Convenes To Hear The State Of The State Address

The House and Senate reconvened at 7:00 P.M. today in the House Chamber for the Governor’s State of the State Address.

The Senate and the House met following the address to introduce the proposed budget bill.  

The House and Senate will both reconvene tomorrow at 11 a.m.

Senate Begins 2015 Session, Elects Bill Cole Senate President

The West Virginia Senate convened the First Regular Session of the 82nd Legislature today at Noon.

Senator Donna Boley (R-Pleasants) presided over the beginning of the organizational session as the Senate’s longest-serving member. In doing so, she became the first woman in history to preside over the Senate.

Following the presentation of election results by the Secretary of State and the swearing in of newly elected members, the Senate elected Bill Cole (R-Mercer) Senate President.

Former Senator Clark Barnes was elected Senate Clerk and immediately resigned his Senate seat after votes were tallied. Howard Wellman and Tony Gallo were re-elected to their respective positions as Sergeant at Arms and Doorkeeper.

The Senate also adopted several resolutions relating to the Senate Rules and other organizational matters. The afternoon floor session concluded with the introduction of 232 bills that were then referred to various committees.

The Senate is adjourned until 11:00 a.m. tomorrow.

 

House Of Delegates Convene 2015 Regular Session

The House of Delegates met today for the first day of the 2015 Regular Session in order to organize, elect officers, adopt resolution governing the rules of the House of Delegates and introduce bills.

Following nominations, members elected Delegate Tim Armstead (R-Kanawha) as the Speaker of the House for the 82nd West Virginia Legislature. Following the electioin of the Speaker, Steve Harrison was elected House Clerk, Marshall Clay was elected House Sergeant at Arms and, Frank Larese was elected House Doorkeeper. 

The House also adopted several resolution relating to the House Rules, the publishing of the Legislative Manual and other ceremonial resolutions.

The House is adjourned until 11:00 a.m. tomorrow.

Veterans at 4:30 pm in Room 434M

Government Organization at 5 pm in Room 215E.

Representatives Sworn In During Interim Meetings

During Monday Interim Meetings of the West Virginia Legislature, West Virginia State Senator Mike Romano (D- Harrison) took his oath of office in a brief ceremony in the Senate Chamber. West Virginia Supreme Court Justice Robin Davis administered the oath to Romano. Earlier, House Clerk Bo Hoover administered the oath to both Delegate Linda Phillips (D – Wyoming) and Ricky Moye (D – Raleigh) in the House Chamber.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Delegate Rupert Phillips Jr Administered His Oath of Office

During Sunday Interim Meetings of the West Virginia Legislature, Delegate Rupert Phillips Jr. (D-Logan) took his oath of office in a brief ceremony in the House of Delegates Chamber. 8th Family Court District Judge Sabrina Deskins administered the oath to Delegate Phillips.

The 1st Session of the 82nd West Virginia Legislature will begin on Wednesday, January 14th, 2015 at Noon.

Senator Maynard Swear In Ceremony Held Today

Senator Mark Maynard (R-Wayne), representing the 6th Senatorial District in the State Senate, held a swearing in ceremony today in the Senate Chamber.  He was sworn in with his parents, Richard Dale Maynard and Jewell Gay Maynard, by his side. Other family, friends, supporters and Senators joined him for the brief ceremony with West Virginia Supreme Court Justice Allen Loughry II administering the oath of office.

The 2015 Regular Session of the 82nd West Virginia Legislature begin at noon, Wednesday, January 14th, 2015.

Interns Arrive Eager to Assist with 2015 Regular Session

On Friday, interns affiliated with the West Virginia Legislature’s Internship Program were at the Capitol for an orienatation program. The interns represented the new class of legislative interns who serve for the session in various offices, committees and bodies to assist lawmakers in their public service.  Each year students from any West Virginia college or university can apply to one of several programs offered through this educational and one of a kind opportunity.

Interns work with lawmakers and staff throughout the session to help draft, research and present legislation, cover the legislature and help with constituent request and correspondences. 

Interns heard from staff and program directors about what to expect during the session and heard from Delegate Armstead who spoke to them about a variety of topics and his own experience as a Hernon Intern.

Delegates Joshua Nelson and Michel Moffatt Sworn Into House

Delegates Joshua Nelson (R-Boone) and Michel Moffatt (R-Putnam) were sworn into office Friday afternoon in the House Chamber during brief individual ceremonies surrounded by friends and family.

Nelson, representing the 23rd District, was joined at the ceremony by his wife Brittany. West Virginia Supreme Court Justice Allen Loughry administered the oath office.

Moffatt, representing the 22nd District, was joined by wife Amy, daughter Lindsay, and son Michel Moffatt Jr. Judge Joseph Reeder of the 29th Circuit in Putnam County administered the oath of office.

The 82nd West Virginia Legislature will begin it’s 1st Regular Session on Wednesday, January 14th, 2015.

 

Delegate Sean Hornbuckle Sworn in on Thursday

Taking the oath of office this evening alongside his son Tristan was Delegate Sean Hornbuckle (D-Cabell), representing the 16th Delegate District. The brief ceremony Thursday in the House Chamber was attended by many of his friends and family who watched West Viriginia Supreme Court Justice Margaret Workman administer the oath.

The 1st Regular Session of the 82nd Legislature begins on Wednesday, January 14th, 2015.

Also, Assistant House Clerk Bo Hoover was appointed and sworn in as House Clerk in accordance with state code following the retirement of House Clerk Greg Gray on December 31st so the office could be filled until the start of the January 14th Session.
