House Passes WV Small Business Emergency Act Unanimously

The House convened today at 11 a.m. to adopt House Bill 4175.

The House voted to suspend the constitutional law that would require House Bill 4175 to be read on three separate occasions. The bill passed unanimously and is to be effective from passage. It will now move on for passage in the Senate. The bill would help small businesses affected during a state of emergency.

An additional 13 bills were introduced, including House Bill 4197, which relates to the development of corporate sponsorships for state parks and recreational areas. House Bill 4200 was also introduced, which relates to the possession of concealed deadly weapons in certain buildings owned by the state.

House Bill 4014 had its first reading today.

House Bills 4039, 4071, 4074, 4075, 4076, 4077, and 4098 were passed by the House Committee on Health and Human Resources and has been referred to House Judiciary. House Veterans’ Affairs and Homeland Security passed House Bill 2895 and has referred it to House Finance. House Roads and Transportation passed House Bill 2135 and House Bill 2477 and has referred them to House Judiciary, as well as House Bill 2522 which has been referred to House Finance. House Judiciary passed House Bill 4006 and has referred it to House Finance, as well as House Bill 4135 which will have its first reading on the daily calendar Friday.

The Senate Met Today and Introduced 16 Bills

Today the Senate met to introduce bills and refer bills to committees. The body introduced Senate Bills 358 through 373.

Senator Snyder spoke about Senate Bill 368, a bill that would repeal an article of West Virginia law. The law, which requires retailers to charge 7 percent over what they pay for a product wholesale, became law in 1939. Senator Snyder specifically spoke about how this law affects gas prices because of lawsuits 25 years ago. 

This bill would repeal the article that allows unfair trade practices.

House Introduces Immediate Emergency Financial Assistance Bill

The House of Delegates convened at 11 a.m. today to introduce 18 bills.

Among these bills was House Bill 4175, which would provide immediate emergency financial assistance to small businesses located in areas where there has been a state of emergency. Another bill introduced was House Bill 4190, relating to controlling methamphetamine.

The West Virginia Crime Victims Compensation Fund was presented a citation recognizing today as “Crime Victims Day” by House Speaker Tim Miley.

House Bill 4010 was amended and passed by House Political Subdivisions and has been referred to House Judiciary. House Bill 4082 and House Bill 4083 both passed House Industry and Labor and have also been referred to House Judiciary. House Bill 4175 passed House Small Business, Entrepreneurship and Economic development and has been referred to House Finance.

The Senate Met Today to Introduce and Refer Bills, and to Adopt a Resolution

The Senate met today and introduced 7 bills, adopted a resolution and referred bills to their respective committees. 

One of the bills introduced today, Senate Bill 355, would amend the Water Resources Protection and Management Act.

The Senate also adopted Senate Resolution 6 which recognized Crime Victims Day at the Legislature.

Of all the bills that were referred to committees today, Senate Bills 26, 96, 259 and 270 were referred to the Economic Development Committee. After those bills pass through the Economic Development Committee, they’ll be referred to the Judiciary Committee.

House Introduces Emergency Preparedness Bill

The House convened this evening at 6 p.m. to introduce a total of 50 bills, some of which were at the request of the Executive.

One bill introduced this evening was House Bill 4147 which relates to emergency preparedness. Another, House Bill 4167, would increase criminal penalties for damages to a cemetery or graveyard.

Several House members also expressed sympathy and gratitude to those who have helped during the current water crisis affecting nine counties in West Virginia.

The Senate Met for the 7th Day to Introduce 13 Bills

The Senate convened today to introduce 13 bills and refer them to their respective committees.

One of the bills introduced was Senate Bill 338 which relates to the Tourism Development Act. Also introduced was Senate Bill 339, which would add tramadol and related salts and isomers to Schedule IV controlled substances.

The Senate has adjourned until tomorrow at 11 a.m.

Two Bills Introduced as Senate Continues to Meet

The Senate met today to introduce two bills and referred the bills to their respective committees. 

The Senate introduced SB 336 and SB 337. Senate Bill 336 would allow the possession of opioid antagonist by certain public safety personnel. Opioid antagonist are commonly used for the maintenance for former opioid addicts. Senate Bill 337 would authorize DOH to increase gross weight limitations on certain Brooke County roads. 

The Senate is adjourned until Tuesday at 11 a.m.

House Meets Briefly, Budget Meetings Cancelled

The House of Delegates met today at 1 p.m to determine the absense of a quorum.

All House Finance budget hearings scheduled for today and tomorrow were rescheduled at a later date.

The House is adjourned until 6 p.m. Tuesday.

Water Emergency In Nine Counties, Brief Friday Session Held

On Friday, due to cirmcumstances surrounding a chemical leak which contaminted the water for people in nine counties serviced by West Virginia American Water complany, the House and Senate each held very brief floor sessions with limited members and staff. 

The House gaveled in briefly to determine the absence of a quorum.

The Senate also briefly met and introduced several bills and resolutions from the Bulletin Board for January 10th.

The House of Delegates and Senate both adjourned until Monday, January 13th, 2014 at 1 p.m.

 

House Adopts Two Resolutions; New Bills Introduced and Old Bills Carried Over

The House of Delegates met at 11 a.m. today for the second day of Regular Session.

Today was acknowledged as Monongolia County Day with a citation given to celebrate the county’s accomplishments.

A citation was also presented to the family of the late Congressman Harley Orrin Staggers.

Two house resolutions relating to procedures were adopted. 

House Resolution 2 establishes the Calendars of the House. As it was adopted, there are two separate calendars, the Daily Calendar and the House Calendar. Nothing on the House Calendar shall take precedence over items on the Daily Calendar without a two-thirds vote. Nothing can be removed from the Daily Calendar without a majority vote by the Committee on Rules, and a majority vote by the Committee on Rules can add a removed item to the schedule once again. A roll call of all votes pertaining to the preparation of the House Calendar will be kept on record.

 House Resolution 4 re-establishes and realigns Standing Committees.

Among the changes made by the adoption of this resolution, House Resolution 4 merged two committees to form the Committee on Agriculture and Natural Resources. The Committee on Industry and Labor, Economic Development and Small Business was divided, becoming respectively, the Comittee on Industry and Labor, the Committee on Energy, and the Committee on Small Business, Entrepreneurship and Economic Development.

Unresolved bills from the previous session were carried over, along with several new bills introduced, bringing the count to 743 bills.

The House is adjourned until 10 a.m. tomorrow.
