First Bill of Legislative Session Completed

The House of Delegates met this morning to mark the 31st day of the 2013 Regular Session.

Senate Bill 197, which relates to expired and unappropriated funds, was passed, marking the first bill to pass both houses.

The House adopted eight House Concurrent Resolutions, including HCR 27, which would rename the “West Hamlin Bridge” the “Army SSGT Arthur N. McMellon Memorial Bridge.”

Also, the House had eight bills on second reading, including House Bill 2847, which relates to the collection of real property and personal property taxes. All bills were advanced to third reading. House Bill 2861, which relates to at-risk students in public schools, was read for the first time.

The West Virginia Golf Association was on hand at the beginning of the session to receive a citation from the House congratulating their achievements over their past 100 years.

The House will reconvene at 11am on Monday.

Senate Seeks to Designate Hall Flintlock Model of 1819 as State Firearm

The Senate met today and passed four bills, advanced four bills to third reading, and advanced four bills to second reading.

Bills that passed unanimously include Senate Bill 159, Senate Bill 383, Senate Bill 427, and Senate Bill 368, which would clarify certain criminal conviction constitutes basis for voiding marriage.

Bills advanced to third reading include Senate Bill 108, Senate Bill 353, Senate Bill 412, and Senate Bill 464, which would regulate tanning facilities.

Bills advanced to second reading include Senate Bill 183, Senate Bill 208, Senate Bill 446, and Senate Bill 358, which relates to municipal policemen and firemen pensions.

Senate Concurrent Resolution 7 would officially designate the Hall Flintlock Model of 1819 as the state firearm.the Hall rifle was made at the U.S. Arsenal in Harpers Ferry and patented by Captain John H. Hall on May 21, 1811. The resolution must now go to the House for further consideration.

Update:

Senate Bill 359, relating to education reform, which had been moved to the foot of bills on first reading earlier in the day, was laid over on third reading for further consideration on Monday, March 18.

The Senate will reconvene Monday at 11:00 a.m.

House Passes Bill Regarding Limited Business Partnerships

The House of Delegates convened this morning for the 30th day of the regular session.

House Bill 2567, relating to the Secretary of State’s jurisdiction over limited partnerships, was passed unanimously. Senate Bill 197, which relates to expired and unappropriated funds, was read for the second time.

The House read eight bills for the first time, including House Bill 2046, which would require wireless telecommunications companies to give law enforcement information about a missing persons cell phone in a timely manner. The House also introduced 17 bills.

Representatives from the West Virginia Federation of Democratic Women were on hand to receive a citation honoring their work for the state. House Resolution 22, which would make March 14, 2013 “Generation West Virginia Day” and House Resolution 23, which would honor the life of Carl C. Thomas, were both adopted.

The House will reconvene tomorrow at 11am.

Senate Advances Education Bill To 3rd Reading

The Senate convened today to advance Senate Bill 383, Senate Bill 427, Senate Bill 368, and Senate Bill 159 to third reading. Also advanced to third reading was Senate Bill 359, relating generally to reforming public education.

Bills advanced to second reading were Senate Bill 464, Senate Bill 412, Senate Bill 353, and Senate Bill 108.

Senate Resolutions introduced today include Senate Resolution 35 designating today, March 14, 2013 as Generation West Virginia Day and Senate Resolution 36, recognizing Affiliate Program of High Technology Foundation.

Senate Reads Education Reform Bill 359 For The First Time Today

Today, Senate Bill 200, relating to the Eyewitness Identification Act and Senate Bill 372, creating a criminal offense for interfering with an emergency service call were both unanimously passed today.

Also on the floor, Senate Bill 359, relating to education reform was read for the first time prior to going to the finance committee. Also Senate Bill 159, creating uniform real property transfer on death act, Senate Bill 368, clarifying certain criminal conviction constitutes basis for voiding marriage, Senate Bill 383, authorizing family court judges to appoint counsel in certain contempt cases and Senate Bill 427, clarifying requirements for certain motor vehicle searches were read for the first time today.

The Senate also adopted three resolutions recognizing the Huntington Prep basketball team, Cabell Midland Cross Country team for their AAA 2013 State Championship and truck drivers for their safe driving.

House Passes Bill Allowing Public Schools To Use Epinephrine Auto-injectors

Today the House convened to introduce 10 bills, pass four bills, and advance one bill to third reading.

Bills that passed today include House Bill 2397, House Bill 2414, House Bill 2567, and House Bill 2729, which would allow schools to voluntarily maintain and use epinephrine auto-injectors, also known as EpiPens.

The bills introduced today include House Bill 2925, which would authorize natural gas utility companies to invest in natural gas compression equipment to be installed in residential property for natural gas fueling of automobiles.

The House also presented citations recognizing West Virginia Donor Designation Day, Americorps, OMEGA WV Truck Association and professional truck drivers in West Virginia, and St. Joseph Central Catholic High School Prep Basketball Team.

Senate Recognizes Huntington High Wrestling Team

Today on the Senate floor, Senate Resolution 31, was adopted recognizing Huntington High School wrestling team for receiving the 2013 AAA State Championship title.

Senate Bill 387, relating to family court judge supervision of criminal background investigations, Senate Bill 386, relating to personal safety orders and Senate Bill 423, providing certain convicted persons reduction in sentence were passed unanimously.

On second reading today were SB 372, creating a criminal offense for interfering with emergency service calls and SB 200, relating to the Eyewitness Identification Act and were advanced to third reading.

House Recognizes West Virginia’s Youngest Published Author

The House convened this morning to introduce 17 bills and issue two citations. The House also advanced three bills to third reading and one bill to second reading.

The House issued a citation to Chloe Rose of Clay County recognizing her as the youngest published author in West Virginia. Chloe was accompanied by her mother,Tammy Rose, her brother, Elijah and her sister, Adalee.

House Passes Bill Creating Uniform Regulation of Firearms and Ammunition

The House convened today to introduce eight bills and two House Resolutions. The House also passed four bills and advanced four bills to second reading.

The House recognized the Charleston Catholic High School men’s soccer team in the Chamber this afternoon for their Division AA championship title.

Bills passed include House Bill 2361, House Bill 2553, House Bill 2554, and House Bill 2760, which would create a uniform regulation of firearms, ammunition, and firearm accessories.

Bills introduced today include House Bill 2889, which would recognize the right of judges and magistrates of West Virginia Courts who are licensed to carry a concealed weapon to carry a concealed firearm in court buildings.

Senate Bill 125, permitting Monongalia County Commission to levy special district excise tax, was unanimously passed today.
