Interim Meeting Dates Announced

House of Delegates Speaker Rick Thompson and Acting Senate President Jeffrey Kessler have agreed to and announced the following dates for the 2011-2012 West Virginia Legislature Interim Meetings.

Budget Bill Completes Legislation, Legislature Adjourns Sine Die

The 1st Regular Session of the 80th Legislature adjourned today with the completion of the budget bill.

House Bill 2012 provides for the implementation of state’s budget of $11.4 billion. The bill specifies the general use and provisions for the budget.

Thirteen bills were also taken up for reconsideration by the Legislature. Each bill was sent back from the Governor’s office to receive amendments from the House. Most of the amendments required technical, clean-up language to further explain the purpose of the bill.

Of these bills, House Bill 2464 will provide for the additions to the Ethics Act and will require public servants and spouses to disclose additional information on financial disclosure statements.

House Bill 2525 will prohibit the practice of social work without a license. Senate Bill 428 will increase the fees charged by the clerk of the circuit court for medical professional liability actions from $260 to $280.

Senate Bill 219 will provide a mechanism for the Governor to borrow funds from the Revenue Shortfall Reserve Fund and deposit those funds into the Unemployment Compensation Fund if the balance of the Unemployment Compensation Fund drops below $20 million.

Every bill that was taken up for reconsideration by the Legislature was passed with amendments and completed the legislative process.

Additionally, House Bill 2542, House Bill 2639, House Bill 2663, House Bill 2995, House Bill 3196, Senate Bill 121, Senate Bill 238, Senate Bill 263 and Senate Bill 295 were also completed and sent back to the Governor’s office.

The 1st Regular Session for the 80th Legislature has adjourned sine die.

House Presents Citation Honoring Young Marine Sergeant Major

This afternoon, the House presented a citation honoring Young Marine Sergeant Major Emily Richmond, who is a member of the Young Marine Program in Weirton, W.Va. She is the national runner-up for Young Marine of the Year and is the number one ranking female Young Marine nationwide.

The House also appointed a select committee on redistricting.

The conference committee on House Bill 2012 will meet at 4:30 p.m. today in 460M.

The House will reconvene tomorrow at 4 p.m.

Senate Continues Extended Budget Session

The Senate held a brief floor session this morning to announce the time for the conference committee meeting that will review the budget bill, House Bill 2012.

The conference committee will meet today at 4:30 p.m. in the House Finance Committee Room, 460M.

The Senate will reconvene tomorrow at 5 p.m.

Senate Annouces Budget Committee Meeting

This evening, the Senate held a brief floor session to announce the time for the conference committee meeting to review the budget bill, House Bill 2012.

The conference committee will meet today at 5 p.m. in the Senate Finance Committee Room, 451M.

The Senate will reconvene tomorrow at 11 a.m.

House Honors WV Family Planning Program

This morning the House met in a brief session and presented a citation to the Department of Health and Human Resources’ West Virginia Family Planning Program. The citation honored the program for its devotion of making contraceptive supplies and services available to persons who want and need them but are unable to afford them without government assistance.

The conference committee on the budget bill, House Bill 2012, will meet today at 5 p.m. in the Senate Finance Committee Room, 451M.

The House will reconvene at 4 p.m. tomorrow.

House to Conference for First Budget Meeting

This afternoon, the House received an executive message that extended the budget session an additional three days through this Friday, March 18.

The conference committee on the budget bill, House Bill 2012, will meet with the Senate today at 4:30 p.m. for an organizational meeting in the House Finance Committee Room, 460M.

The House will reconvene at noon tomorrow.

A second conference committee meeting will be held at 5:00 p.m. tomorrow evening in the Senate Finance Committee Room, 451M.

Senate Receives Executive Message Extending Budget Session

This morning, the Senate received an executive message, which extends the budget session an additional three days through Friday, March 18.

The conference committee on the budget bill, House Bill 2012, will meet today at 4:30 p.m. for an organizational meeting in the House Finance Committee Room, 460M.

The Senate will reconvene tomorrow at 4:30 p.m.

Conferees Appointed for Extended Budget Session

At 12 a.m. Sunday morning the 80th Legislature’s 60-day session came to a close and today will mark the beginning of the extended budget session for House Bill 2012, which sets forth the legislative budget and supplementary appropriation bills–making allocations of public money out of the treasury.

Generally, as legislation moves through the committee and legislative process, the House and the Senate may find themselves unable to reach an agreement on every provision considered on a bill. When this occurs, and neither body will recede or retract its provisions to a bill, the legislation is referred to a conference committee. A conference committee is comprised of members from both bodies, with an equal number from each, and are formed to resolve the differences between the House and Senate versions of a bill. If a compromise is reached, each body will either pass or reject the conference committee bill.

For the budget bill, a conference committee was appointed on the final day of regular session. The conferees appointed from the House include Delegates White (D-Mingo), T. Campbell (D-Greenbrier), M. Poling (D-Barbour), Kominar (D-Mingo), Perdue (D-Wayne), Anderson (R-Wood), and Evans (R-Grant). Appointed Senate conferees include Senators Prezioso (D-Marion), D. Facemire (D-Braxton), Plymale (D-Wayne), McCabe (D-Kanawha), Unger (D-Berkeley), Stollings (D-Boone), and Hall (R-Putnam).

The House will convene today at 4 p.m. and the Senate will convene at 5 p.m.

The House of Delegates and state Senate convened briefly for the extended budget session Monday afternoon and then adjourned.

The Senate will reconvene 11 a.m. tomorrow, March 15.

60-Day Regular Session of the 80th Legislature Adjourns

This evening ends the first regular session of the 80th Legislature for the Senate and House of Delegates.

In the final chamber sessions, the Legislature completed 19 pieces of legislation. Among those bills sent to the governor was House Bill 2986, which will clarify those allowed and prohibited fires times and seasons. The bill will also establish an industrial permit and fee, as well as set forth fire control requirements and establish criminal and civil penalties.

Additionally completed was Senate Bill 192, which will permit suppliers of gasoline or other motor fuels to sell products to distributers at a price that does not exceed the average of the Oil Price Information Service’s average wholesale rack price.

A total of 190 bills completed legislation this session. Of those, 102 originated in the House and 88 originated in the Senate.

The House is adjourned until 4:00 p.m. on Monday and the Senate until 5:00 p.m. Monday evening.
