House meets Governor’s Rejections, House Bill 4007 Completes Legislation

The House of Delegates met today at 11 a.m.

A message from the Governor stated that he approved the following bills: SB 14, SB 146, SB 150, SB 309, SB 341, SB 351, SB 369, SB 449, SB 450, SB 451 and SB 462.

Additionally, the message stated that he disapproves of and vetoes House Bill 4007, due to overly general language that does not cover situations where an attorney cannot work for the acting attorney general for various reasons, the bill also contains a technical error.

The House of Delegates reconsidered the bill to meet the rejections of the Governor by including an amendment which adds language to make it clear that this bill does not impact the attorney-client relationship set forth in this article between the Attorney General and the state, as well as make it clear that these policies do not apply to existing contracts. The bill was passed with the amendment with a vote of 85 to 14, and completed legislation.

An agreement from conference committee on House Bill 2800 has been reached and the bill passed unanimously.

Senate Bill 594 completed legislation with a unanimous vote. The bill would require the State Auditor to consider for payment a claim submitted by electronically generated invoice.

Thirteen bills were advanced to third reading, including SB 13 which would increase penalties for overtaking and passing a stopped school buss, SB 27, SB 102, SB 254 which would stop county park commissions from prohibiting firearms in their facilities, SB 265, SB 274 which would increase civil jurisdictional amounts in magistrate courts, SB 283, SB 352 which would dedicate corporate net income tax proceeds to railways, SB 379, SB 476, SB 483 and SB 582 which would provide refundable tax credit for motor fuel sold for use or consumed in railroad diesel locomotives.

Additionally, six bills were advanced to second reading.

Rules: 10:45 a.m.

 

The Government Organization Committee will host a public hearing tomorrow morning in the House Chamber from 8 a.m. to 9 a.m. regarding SB 267.

The Judiciary Committee will host a public hearing tomorrow morning in the House Chamber at 9 a.m. regarding SB 6.

 

The House of Delegates will reconvene tomorrow at 11 a.m.
